It is calculated that each year, just in the region of Apulia approximately 40 million Euros are meant to be spent for %u201Cthe welfare of dogs%u201D and for the %u201Cemergency of stray dogs%u201D, but instead they end up in the hands of some profiteers.
The eventual procedures against this problem are taken by structures which cover up for organized criminality, this to fill up the pockets of pound owners, of mayors and of local administrators.
